File in Use ERROR

I have a mdb file (Access 2000) that has tables that
reference another mdb file that holds tables. There are
multiple people that can access the one mdb file. For
most people there is no problem.

There are two people that run Access XP and they are
receiving an error that says something like "File is in
use" and it is the file that contains the tables.

I am pretty sure it is a setting that I do not have set on
their computers but I can seem to find it. Does anyone
know what the setting is or am I missing a file?

Do they all have full permissions on the folder where the MDB file exists?
They need Read, Write and Delete on the folder, even if they're only trying
to open it read-only. This is because Access tries to write a locking file
(.LDB) in that same folder. The first user in creates the LDB, subsequent
users update it, and the last user out deletes it.
