File encryption , Files made private

I was sent an automatic update which corrupted the file
msgina.dll
Error message-user failed. Restart and contact
administrator. I'm the computer's Admin.
As you guessed the system was unable to restart without
displaying the same message. I attempted to replace the
corrupted file. Did not work same result. I tried to
repair XP, same result. I had to fdisk and format re-
install XP. It worked, but now I'm unable to use any of
the files that were encrypted and made private. I get
the folling message. "access privileges have not been
given"

I tried to add my certificate but unable to. I tried to
take ownership, it would not let me. I followed MS on
setting up admin for all permissions and it would not let
me.

I'm unable to view my files at all. I'm not on a server.

Does anyone have or had this problem? Any suggestions?
I really need these files

Yes, lots of people have this problem. Because they don't back up the encryption key information. If you didn't do this, then your data is history.
