I made the mistake of checking the box that read "close dialog box after
download" and now I can't uncheck it. How do I accomplish that?

You mean the box that reads: "Close this dialog box when download
completes"?

IE-Tools-Internet Options-Advanced
Check the box "Notify when downloads complete"
