File download warning

With XP Pro in a W2K domain. when I go to launch an application/exe, it
comes up with a File Download dialog box which says "Some files can harm
your computer. If the file information below looks suspicious, or you do not
fully trust the source, do not open or save this file." It than give me the
option to open or cancel.

This phenomena seams to be related to subnets, but does not appear to be
totally predictable as far as I can tell.

Doe any one know how I can get rid of this warning?
