~ file appearing on my desktop

does anyone know why I keep getting a file on my desktop with just a name of ~? It becomes agravating erasing this file constantly. There doesn't seem to be any particular event that I can isolate that causes this file to appear. Any help would be appreciated.

Jeff, just keep on deleting it. MS is aware of it and it's from an update
to IE and OE.
