file and folder permissions

I set up a computer with XP pro. All software was
installed as administrator. Also several folders were
set up containing data by the administrator. The
administrator profile was copied to default user and the
new users were set up as power users. I want all users to
have access to these data folders in particular. When a
user with power user rights attempts to access the
folder, they are limited to read only. They can't delete
files and folders, etc. I never had this problem with
Windows 2000 and am not sure how to address it in XP.
The permissions tab is not present and the sharing tabs
are different. I see where it says to copy the folders
to the shared documents folder, but I don't want them
there. I basically want the users to have access to all
of the folders on the computer, but I don't want them to
be able to change passwords, etc that would come with
administrator rights. Is there any way I can do this?
 
XP PRO: In Windows Explorer, go to Tools, Folder Options, View and uncheck
Use Simple File Sharing. Now, when you right click on a drive, folder or
file (on an NTFS partition) and select Properties, you'll see a Security
tab. Here you can assign or deny permissions based on user name or user
group membership.

XP Home: By default, you can only make files and folders under My Documents
"private". This is done by right clicking a folder or file and selecting
Properties, Sharing. To change the permissions on other folders, you need
to boot the computer to Safe Mode and log in on the built in Administrator
account. In this mode, you'll see the Security tab in Properties, and you
can assign permissions based on user name or group membership.

Thanks Doug, unchecking use simple file sharing was what
I was looking for. That did the trick.
