Which field code do I use in the footer to repeat the Heading 1 level number
and the Heading 1 Level text, so when I go to next section (i.e. from '1.
Introduction' to '2. Background') the footer auto changes to reflect this
new section.

Using 'Section Break' or 'Page Break Before', I don't mind.
 
You won't need a section break or page break unless you want to change other
things in the header. You will need two StyleRef fields, one to pick up the
paragraph number and one to pick up the text. The easiest way to insert
these fields is using Insert | Field | StyleRef: Heading 1. The dialog
provides options (such as "Insert paragraph number") that allow you to add
switches to the field automatically. If you don't check any of the boxes
(don't insert any switches), you'll get the paragraph text.
