We are considering XPE for our OS. However, our customers with our previous
OS have been allowed to install their own anti-virus software. It looks
like this is not allowed in XPe after the FPReseal utility has been run. Is
this correct?

As long as you include enough functionality in your image to allow
installation of programs then there won't be a problem.
