Fax won't dial all numbers

I am using a dialing code which I have entered in the dialing rules. The fax
shows the dialing code + 1 (xxx) xxx-xxxx like it is supposed to but it won't
dial the very last number. It dials all the rest and then beeps.. I used the
same dialing code & number in for a fax a few months ago and it worked. I
also just tested the code and it still works.. Please help.

Windows XP Fax service will not process dialing rules unless the phone
number to which you are sending the fax is in "international format."
