fax service won't install

I attempted to install the fax service from add/remove
windows components as suggested by Knowledge Base article
#306550. I recieved a window saying it couldn't find a
file named fxscfgwz.dll. Using the search tool I couldn't
find this file on my hard drive or on my OEM MS WindowsXP
setup CDROM. Any ideas where I can find this file, or
what I am doing wrong?
