Fax Cover Page

Can you create a fax cover page for a contact without doing a merge.? I would
like to do it the way you can create a new message or new letter from
"action".
 
I realize it is still a merge. Based on what I read from slipstick it is a
merge function which is more work than typing there name and number.

I think a lot of users create a merge document once, then save it for reuse
as an existing document.
I believe that method is mentioned there, isn't it?
