Start-Right Click on your username at the top, Properties. select the
Start Menu, click on Customize and select the Advanced tab

Right click Start Menu,
Properties,
Customize button,
Advanced tab,
Tick "Favorites menu".

Classic Start Menu :
---------
Right click Start Menu,
Properties,
Customize button,
Tick "Display Favorites".
