Favorites drop-down empty as well as Explorer window

We have a user whose IE browser does not show anything in
his Favorites drop-down even if you select the Explorer
window which shows as a grey window.

His ACTUAL Favorites folder [ C:\Documents and
Settings\****username***\Favorites ] does contain many
Favorites but they do not show up in the browser.

If you select "Favorites - Add To Favorites" in the
browser window it will not show up in the browser but
will show up in the actual folder.

Any ideas ?
Is there a registy setting or something that is
misdirecting the browser to look in the wrong place ?

You can change the value of Favorites in the Registry in these
two keys:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders

Checked these settings and the 2nd key below was actually
blank !!

I made the user an Admin and then changed the setting but
it keeps resetting back to the "c:\windows\favorites" as
opposed to "C:\Documents and
Settings\**username**\Favorites"

As a temporary fix I moved his favorites to the system
Favorites folder and he can now see all his Favorites.

If anyone can figure it out it would be great

The second key is often blank. That is not unusual.
Check you have not an overriding value in HKEY_LOCAL_MACHINE
