After installing a new hard drive, and trying to import my Favorites from
another HD, it looks for bookmark.htm. I find the file on the other HD but
it will not import. Am I missing something?

Have you tried copying bookmark.htm from the old hard drive to
the new drive? If you get an "Access Denied" error message you
may need to take ownership of the files.

Take a look here for the procedure:

How to take ownership of a file or folder in Windows XP
http://support.microsoft.com/default.aspx?scid=kb;en-us;308421

Note: If you are running Microsoft Windows XP Home Edition, you
must start the computer in safe mode, and then log on with an
account that has Administrative rights to have access to the
Security tab. To start in Safe Mode, reboot your computer and
start tapping the F8 key as soon as you see anything displayed
on the screen. Keep hitting F8 until the Advanced Startup
Options menu appears. Use the up and down arrow keys on your
keyboard to select Safe Mode. Hit Enter.

Good luck

If you never exported the Favorites then there is no bookmark.htm file to
import. Using Windows Explorer find the Favorites folder on the old drive
and copy its contents to the Favorites folder on the new drive.

Thanks. But I ended up with a Favorites folder within a Favorites folder.

How do I combine them?

Please note that I said "copy its contents to the Favorites folder" not to
copy the folder itself.

Why go through all that? Just select all in the old Favorites folder and
paste into the new.
