.fav file problem in office 2003

I just installed office 2003. Everytime I try to run Outlook, I get an error
message: "An error occured in the folder shortcuts file (.fav). Outlook will
recreate the default folder shortcuts.". When I press OK, Outlook seems to
run OK, but the situation is just annoying. Any suggestions?
 
It is deleted. I searched for the file (including system and hidden files)
and it is not there. But the problem persists.

try a new profile them.

i did. it doesn't help. i also did a clean install, but still it is the same
problem. :(
