Fatal System error c0000021a

I jus baught my mother board hard drive and video card. They are all compatibale with windows xp. Im having problems with windows xp axualy starting it sais it installed just fine. I have the oem version of xp home. I try to boot to windows xp with the hard drive and i get a fatal systems error c0000021a. What is this system error and how can i fix this problem email me back at (e-mail address removed) thank you

Boot the WinXP CD, grab your Product Key, do a repair installation. This
will preserve any existing data on the system and restore the original
system. These are the steps:

1. Insert the Windows XP CD into your computer's CD-ROM drive or DVD-ROM
drive.
2. Restart your computer. If you have to, change the BIOS settings to
start from
the CD-ROM drive or DVD-ROM drive, and then restart your computer again.
3. At the "Welcome to Setup" page, press ENTER.
4. Press F8 to accept the Licensing Agreement.
5. Use the arrow keys to select the installation of Windows XP that you
want to
repair, and then press R to start the automatic repair process.
6. When Setup is completed, activate Windows XP.
