Fatal Execution Engine Error - Help?

When I try to run certain programs, and even certain setup programs I get this Error:

When I click "OK" I get this:

If I click "OK" nothing happens, but when I click "Cancel" I get this:

And then from here when I click either "Retry" or "Cancel" nothing happens.

Anyone know what the problem is? How can I fix this?
