fast user swithcing ??

i get an error mess. when trying to turn on fast user
switching, " you have installed a program that has
disabled this function it saya to look for file "
ckpgina.dll " i don't recall installing anything
help !!!, also how do i set the pc to open each window to
max size without always having to change it after window
opens?
