fast user switching

I have two pcs, one running XP home the other XP pro. The XP home pc is using fast user switching and it works fine. The XP pro pc will not take the fast user switching setting. You can put a check mark in box for fast user switching and it will take it but when you go back to look at it again the check mark is gone. I have compared all kinds of settings between the two pcs and they are the same. Anyone knows how to fix this I would appreciate the help.
