failed to promote server

I have read both of the below articles. I have tried, but
I dont have a domain controller policy on my network.
Should I have one? I dont know what to do. Can someone
please instruct me on how to fix this problem.
 
I think we are on same situation, once I got solution I
will share..In your case since you dont have DC
Policy..you can alter the default one.. But dont think it
will help since I tried..
 
Yes, you should have a default domain controller policy. Were you able to
find that policy?

If it is missing, it can certainly cause the problems that you are having.
