Failed Internet Connection Czech XP & INExplorer

A dual boot system uses this software:
Windows XP
Verze 5.1 (sestaveni 2600.xpclnt_qfe.010827-1803
Version 5.1 (Build 2600.xpsp2.030422-1633: Service Pack 1)
Internet Explorer
Verze: 6.0.2600.xpclnt_qfe.010827-1803
Version: 6.0.2800.1106.xpsp2.030422-1633IC
The English system connects to the Internet perfectly via fiber optic
cable but the Czech system doesn't connect. Produces messages
„Aplikace Internet Explorer nemuze otevrit stranku pro vyhledavani"
and „Stranku nelze zobrazit".
Device Manager shows the same network adapter installed on both
systems. The New Connection wizard in the Czech system uses exactly
the same selections as the English system.

Any suggestions where the problem might lie?
 
Thanks for the input, M. The modem is a parallel, perhaps related
problem. The connection I'm trying to make at present is via broadband
from Canada.

That aside, when I was in Prague I was unable to connect to the local
provider via modem with the Czech partition, although there was no
problem with the English partition. Querying the modem from English
and Czech gets the same pattern of messages, BUT the English log shows
the date of the query as 12-05-2003, while the Czech shows 10-24-2003,
although the date at the bottom right of the screen is the same in
both cases.

Any insights?
