Is there any way for Windows to signal external devices (think of a
relay-connected power strip or UPS), that it is going into hibernate mode or
resuming so that external devices like printers and monitors can be
synchronized to also turn off when not in use and then back on? Thanks.

Not without additional hardware (hint = I/O board).

Computers are used to control and signal all sorts of external devices and
machines. They can control temperature, speed, movement etc. They have been
able to do this from the beginning of the computing era.
