External Hard Drive using USB 2.0 usage Prevention

How do i Prevent or Block the usage of the External Hard Drive using USB 2.0
(or Flash card) Port ? Is their a way of preventing this from unortherized
users.

I can disable the port from the BIOS. Is their any other way of disabling it?

I just test the second method in Windows XP Home SP2,
but it does not work.
Any suggestion?

Create a new hardware configuration where the USB port is disabled, give
this configuration a name. This will show as an alternative boot selection.
Make it the default, and a 2 second timer. Its not foolproof obviously, but
it works for most users.
