As Gordon correctly says, without Outlook (or another
compliant client), no file is created. The Outlook address
book (the Contacts folder) is physically embedded within
your Outlook data file, and without Outlook, no data file
exists, so nothing happens.
If you have Outlook, the addresses will be available in the
Contact folder. That said, Outlook can present its contacts
as an address book that Outlook Express can use. There's
simply no need to maintain two separate address books
when you have Outlook.
If you don't have Outlook, export as a Text File (CSV)
instead. This has the main advantage that you can then
import the address book into any other address book
that supports CSV, which is the majority, as well as
providing you with a convenient backup.
