I've just reformatted and repartitioned the hard drive, and
installed Windows XP Home on the smaller partition. I
right-click "My Computer" and "Explore..." and when the
explorer window comes up, the other partition and any
folders I make in there are listed in blue rather than
black text. What does it mean when it's in blue?

(The second partition is formatted as NTFS)
 
Blue files are compressed files. They get that way after running the disk
cleanup utility and having it compress old files. The setting for the colors
is in explorers folder options.
