explorer starts with XP

Every time I start Windows XP also my windows explorer starts. I have looked in The startupdirectories of document and settings, but there is no shortcut to explorer.exe. I have looked in msconfig, but in the startupsection there is also no explorer. I have also looked in the registry at different keys, but there is nowhere an indication for explorer. What can I do to prevent the unwanted start of explorer

Using Regedit, change the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS NT\CURRENT VERSION\WINLOGON
Change USERINIT from
C:\windows\system32\userinit.exe,c:\windows\system32\userinit.exe to
C:\windows\system32\userinit.exe,
