Explorer restrictions per user?

Is it possible, to have the whitelist (or blacklist also) for Websites, that
may be defined in the internet explorer, valid for one XP-Pro user only ?

At the moment, the so established restictions effekt the internet explorer
for any user loged in at the pc.

For this requirement you will have to get a third party tool for custom
tweaking with control over the internet. You can try Zone Alarm or Norton
firewall for this requirement.
