Explorer doesn't start on Windows boot up

Hi,

When Windows starts i only get my wallpaper, no icons, no
taskbar, nothing. I have to start Explorer.exe from the
Windows folder using the 'Run...' command from the task
manager, although all processes seem to be working
already. So, everything comes up as normal on the desktop
after i do that.

Looking at the Event Viewer i don't see anything
pertaining to this situation.

When i shut down Windows i get an error message which is
recorded by the Event Viewer. Here it is :

Any way to fix that ?
