Explorer Doesn't Remember Folder Settings

I have a particular folder which i'd like to open in Thumbnails. In
Explorer's Tools | Folder Options | View, I've checked the box "Remember
Each Folder's View Settings". Instead, it opens in the default (List) view.

What's missing?
 
Try opening any folder, set view to "Details" (or "List"), LEAVE THAT FOLDER
OPEN.
Then go to Explorer's Tools | Folder Options | View - "Apply to all
folders".
Close all that down, then go to the other folder and change it to
"Thumbnails".
That's what I did with my Control Panel and the settings have stuck so far.

Windows [XP] remembers 400 folder settings. When that number is reached some
settings aren't retained any longer. You can change this to 8000 by adding
this edit to the registry.

Run this edit, then reset your preferred folder options:

Increase Folder View Options Limit: (Line 2):

To use the Regedit: Save the REG File to your hard disk. Double click it and
answer yes to the import prompt. REG files can be viewed in Notepad by right
clicking on the file and selecting Edit.

Open > SaveAs dialogs.
