Excessive PF Delta in explorer.exe

It seems when I do routine explorer operations like delete shortcuts
off my desktop, move folders around, etc., my explorer.exe goes into
hysterics hammering on the disk for several minutes with PF Delta on
the order of 1000/sec even though there is nearly 500M RAM available.
