exception error on add or remove programs

I keep getting the following message when trying to
access add or remove programs:

an exception error occurred while trying to
run "shell32.dll,Control_RunDLL "C:\WINDOWS\System32
\appwiz.cpl", Add or remove programs

Any thoughts????

Download small utility from below website called TweakUI:
Click to expand...
http://www.PCWorld.com/downloads
Then run it and click My Computer/ControlPanel and check
Appwiz.cpl It is a Microsoft PowerToy.
