When you close an application, it still exists in memory (RAM). It will only
get overwritten if you need that RAM for another application. If you close
and immediately open again, Windows remembers that it still has the
application in RAM, so doesn't need to load it all from disk again. Hence it
only loads what it needs, effectively to get it back to its usual starting
state, which is obviously quicker.
If you close Excel, open some other applications, close them, and then try
reopening Excel, you will see it takes longer again. How many other
applications this takes will depend on what they are and how much RAM you
have.
