Excel spreadsheets messing up my decimal point

This has got to be a daft question but I'm damned if I can see what's
causing it...

If I enter a number like "23" into a cell (ie without the quotes), it
transates on screen to "0.0023" unless I specifically enter it as
"23.0".

This is for a cell formatted as "General" "Number" or "Currency", but
not as "Text". Happens on any spreadsheet on my PC, and has been
doing
so for weeks!

What have I done wrong?

Tools>Options>Edit tab, uncheck Fixed decimal

(How on earth did that box ever get ticked? I'm sure I've never even
viewed that particular sub-menu before! And I'm struggling to think
what possible use this decimal facility is...)
