Excel should let me change the menus contextuals

In some programs like Word, Access or PowerPoint I can change the menus
contextuals how I need them. Why not in Excel, where it might be very usefull?

You have VBA access to Apllictaion.Commandbars("Cell")

or even Application.Commandbars("Cell") <vbg>

And to add, you need to use VBA to do this. You can't change that menu via the
userinterface.
