Excel "Save Preview Picture" not sticking

I have several Excel 2000 templates that I would like to
save preview pictures for. There is no protection on the
worksheet or workbook. I can select the option under the
file properties dialog but after saving I still do not get
a preview image. When I load the XLT file again,
the "save preview picture" selction is no longer checked.

Anyone know what's going on? The only reference I could
find was one referring to protection which I do not have
enabled
