Excel Date Formatting

I have a spreadsheet that I add additional lines to
occassionally. Although I formatted the date fields to be
mm/dd/yy in advance, the date populates with mm/dd/yyyy.
It's frustrating to have to go back after entering each
date to reformat it. Why can't I format the column in
advance and it retain the format?
 
Forgot to mention that for 09/01/2003 all you have to type is 9/1. Excel
will do the rest.
 
Actually, when I tested this, it changed the whole workbook so just click on
the column header and apply a format. Save.
