Excel cell format

I am trying to format an excel column to general or text, then save as
a .dbf so that I can use the join feature in ArcGis, where the column
to join with is a string. I change the formatting and save, when
reopened formatting has reverted to number.

Try putting an apostrphe (') before the numbers.
