Excel 2000 Free Rotate Tool

The free rotate tool is disabled for a text box that I
have created. Is this normal? If it is, is there a way
to rotate text in Excel 2000 without using a WordArt
object?
 
In place of a Text Box use a Rectangle. This comes with it own rotation
tool - green dot (at least in Excel2003 - I cannot recall if its there in
earlier versions)
