ewfmgr.exe error

I created XPe Image with EWF. (RAM overlay)
I didn't check "Start EWF Enabled", but EWF was enabled after FBA.
I wanted to change setting and run "ewfmgr C: -disable".
Ewfmgr.exe shows error message "Failed getting protected volume configuration with error1", or "Failed setting protected volume configuration with error 87".
I'dont know how to resolve these error message.
Please help me!
