event 7000 :http service. procedure could not be found

hi i've been having trouble with the internet for awhile so i've been
checking out different ways of fixing it and when i go into the event viewer
after connection to the internet i always get this error from the service
control manager Id:7000
describtion:The HTTP service failed to start due to the following error:
The specified procedure could not be found.

of course i then go to help. i obviously don't know where the location of
the service is. system is virus checked reguarly and virus definitions are up
to date.
i try the sc query and find that the http service is a kernal driver. and
it's state is 1 stopped while being(not stoppable, not pausable, ignores
shutdown)
and the win32 exit code is 127.

i've serched for a long time and couldn't find any concluding evidence to
help me. i'm running sp1 after uninstalling sp2(had a problem in sp2 where it
wouldn't make any new tcp/ip connections after a short time, which is why i
went back to sp1 in the first place)
 
So far, I have seen reports of a driver that is at fault in IBM systems
running SP2. There are probably others that do that, too.
