errors deleting

I downloaded a .avi file and am trying to delete it.
However when i try to i get the error message Can not
delete Dc18. A progrma may be using this file. Please
close any programs that may be using this file and try
again. I have tried that and then restarted in safe mode
and tried again but with no luck. Can anyone help?

Try deleting the file from a command prompt.
