Error when trying to open Data file

Here is the report I get when I attempt to open an Access
Data file: "You do not have the necessary permissions to
use the 'P:\CS Division\CSTT\TECH\CSTT Drill Builder
data.mdb' object. Have your system administrator or the
person who created this object establish the appropriate
permissions for you." The person who created this object
is no longer accessable and my administrator does not know
how to bypass this alert. Someone please help!!!
 
The database probably has a work group file associated
with it other then the one default MS Access work group
system.mdw Look in the folder containing the dtatbase and
see if there is another work group file. If you cant find
it there do a search for *.mdw. The system one is located
here C:\Program Files\Common Files\SYSTEM. Once you have
found the associated workgroup file you need to create a
shortcut to it and edit the properties so that target
reads like this "C:\Program Files\Microsoft
Office\Office10\Msaccess.exe" "full path and name of
database including .mdb" /WrkGrp "full path to work group
file including .mdw". Or you can join the work group
which I do not recommend because you will be in that work
group any time you use MS ACCESS. To join in a work group
in Access 2002 goto security and select workgroup
administrator. In previous versions do a search for wrkg*
(I can't remeber the exact file name or location) and
open it. Hope this helps.
