Error when trying to create a New Mail in Outlook 2003

When I initiate the New Mail, I receive an error "Unknown Interface......"

I went ahead and deleted the .ost file; uninstalled Office 2003, rebooted
and reinstalled. I still can't create a new mail.

I wanted to look at the Mail Setup properties and when I click on this I get
no response, other words nothing happens, no window appears. This is the
same when I try opening the Data Files and Profiles. I even went so far as
trying to view it via the Control Panel, but to no avail.

I did a search on MS knowledge base and I did see an article that refers to
Outlook Express with this same issue, but not for Outlook 2003. Has anyone
had this problem before and a fix?

You've somehow corrupted your profile. Create a new one in Control Panel->
Mail-> button Show Profiles...
