Error Popup on new Install

With a new install of WinXP Pro, just after i downloaded
all the necessary critical updates, my computer started
rebooting continuously and eventually stayed running with
a popup that says "The Service Data Base Is Locked" and a
Popup under that one that says "Can't Start Kernel Mode
Driver Service". On checking the "Event Log", I find
that the error comes from DCOM reporting that the "SENS"
program is failing. The SENS program turns out to be a
Microsoft "System Event Notification Service" program and
that is as far as I gotten with it.

Any ideas on how to correct this popup error would really
be appreciated, TIA
 
As a followup, I have been slowly loading the additional files and
programs on this machine that I need. I get the same double popup
nearly everytime I reboot but I went back to the "Event Viewer" and
noted that a different program or file was causing it this time. It
is still an error message from "DCOM" but the program it pointed to as
having the error this time was "NETMAN". Everything seems to work
after I click "Okay" on these two popups just after rebooting but I
would like to find the root cause and repair it...
