Error msg help

After a blue screen comes up that says windows was
stopped and I restart my computer and windows starts I
get an error msg that says:

The procedure entry point AssocIsDangerous could not be
located in the dynamic link library SHLWAPI.dll

when you click OK it goes to a black desktop can move the
mouse but nothing else happens.


Need help on how to fix this.
