Error Message for "Internet Option"

All of the sudden I got an error message when selecting
Tools\Internet Options. The error message is "This
operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator." This is my home computer and I am the
system administrator!

I am not able to select the Internet Options and my home
page has somehow been changed to global-finder.com!

What should I do? Thanks.
 
Before I tried your suggestion, I read from another
message board that I could try a couple of other things,
so I did:
1. Run registry to change value from 1 to 0 for
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions or the Control Panel. But this
didn't do anything for me.
2. Uncheck Immunize from Spybot. It worked!!

But thanks for your reply anyway.

Thanks. The SpyBot found coolwebsearch and other stuff in
my computer. I've removed them. But I'm not sure if I
should remove "WinGuardian: Main executable" that is
found by Spybot? The file is shown in C:\Windows\System32
\sys.exe.
