Error Message: Cannot delete file

I have WinXP Home and I constantly get this error
message.

"Cannot delete folder: It is being used by
another person or program. Close any programs that might
be using the file and try again."

I have NO other programs running. I can only delete the
folder if I restart. What is going on? Is there anyone
out there in cyber space that can help? Lost in space.

What folder are you trying to delete specifically?

Close all programs in your System Tray (bottom right), otherwise open
a command prompt, kill the Explorer process and then try to delete the
folder
e.d. Del C:\AFolder
then type Explorer.exe to load desktop again.
