Error in CD after Win XP installation gone bad

I tried to install Win XP from a CD, but the CD had some scratches on
it and the installation had some error messages ("can't find file..")

After it finished, I went into Windows and saw that most applications
hadn't been installed and worst of all that the CD was installed but it
won't read any CD anymore. I try to open the CD and it says "please
insert a disk in drive D:" and when I insert a CD it won't even spin or
make any sound.

What can I do? I can't reinstall Windows because the PC won't open any
CD's.

Start from scratch, don't try an 'fix' that install.
Also, without a doubt you either have to fix the CD disk or get another.
Try a paste car wax on the disk. Lightly rub the scratches out, if they can
be.
 
The CD Rom won't even turn the CD.

in windows, or in dos, or when booting from CD-ROM?

In windows...get out of windows its broke
in dos?..... what are you booting with?
While trying to boot from the CD-ROM?.....your drive may be bad ( or maybe
both ROM and disk)

Sounds like an old PC. I suspect bad hard drive, bad cd-rom.
Probably bad floppy drive .... When people bring something
like that to me, I honestly tell them that it is not worth
investing time and money into it, and they should think
about what they need and get a new machine ... including
a "legal" OS and apps. And their excuse .. "all I want to
do is email and word processing" .. doesn't work with me.
There's the rest of us out here who have to put up with the
spam, viruses, and loaded email from those types.

Either try polishing the CD to repair it, or better yet get a new one, and
then boot from the CD and redo the repair install.

Last resort is a wipe and fresh install but you'll obviously need a good CD
for that as well.

wipe the hd, get a new cd and start over.
