Error importing outlook.pst

I could really use some help..
I am a police officer in the NYPD assigned to the departments MIS division. I have a chief's machine in for repair. I had to do a re-install of WinXP. I copied his "outlook.pst" and "archive.pst" files (he is using Outlook 2003). After re-installing WinXP and Outlook 2003, I attempted to import the two .pst files. Archive.pst went in fine, but when I attempt to import "outlook.pst", I get the following message
Could not complete the operation. One or more parameter values are not valid
I ran the .pst fix program, and it found and fixed a few elements, but it still will not import. I also tried opening the file using Outlook, but nothing appears.
Any help would be GREATLY appreciated as if I can't recover this Chief's very important emails, my days in MIS may be numbered

If you have a PST file on the hard drive DO NOT IMPORT IT. Use File>Open to
just open it.
