Error flagging a message for follow-up

We have a public folder that receives mail. When our
employee goes in and attempts to flag the message for
follow-up she receives an error that says "You do not have
the permission to send the message on behalf of the
specified user".

I have given "send as" permissions to her and I've added
that folder to her personal address book as I saw
suggested in one post on the Internet. This has not
helped.
